‘Accept PRCs, Migrant Cards as Domicile Certificates In Accelerated Recruitment’

Srinagar, May 23 (GNS): Jammu and Kashmir Apni Party (JKAP) president Syed Mohammad Altaf Bukhari on Saturday welcomed the accelerated recruitment process by virtue of which around 10,000 government jobs would be advertized for permanent residents of J&K in coming days.

However, Bukhari demanded that the government should not insist the job aspirants to produce Domicile Certificates during the selection process and instead accept their permanent resident certificates as a bonafide residential proof in view of constant engagement of revenue officials who are working as the front line department to deal with the COVID-19 crisis.

In a statement issued here, Bukhari observed that lacs of unemployed youth of J&K were craving for an opportunity to apply for the government jobs but the condition of domiciliary status put forth by the government has created huge disappointment among the job aspiring youth.

“I welcome and congratulate the Lieutenant Governor G.C Murmu and the entire Accelerated Recruitment Committee for exploring the possibilities and coming up with around 10000 posts in a record time for recruitment of qualified unemployed youth of J&K. However, the terms and conditions of the recruitment exercise need to be re-considered leniently in light of the crippling situation created by the COVID-19 for the job aspirants of J&K,” the JKAP President remarked.

Bukhari said the entire revenue department including Pathwaris and Tehsildars are round the clock engaged with tracing and management of administrative quarantine for travelers and other COVID infected persons in all districts of J&K UT. “How come these officials will be able to process and issue Domicile Certificates to the job aspiring youth in such a short span of time while being busy in their COVID duties?” Bukhari observed, while appealing the Union Home Minister Amit Shah to intervene into the matter and issue the relevant orders accordingly.

The JKAP president advocated that the Permanent Resident Certificates (PRCs) which are readily available with the residents of J&K and Migrant Cards for the migrant youth be considered for applying for both professional as well as Class-III and Class-IV jobs till the prevailing crisis over Coronavirus disease subsides to some extent.

“All government recruitment agencies including PSC, SSB and BOPEE should accept the PRCs and Migrant Cards as bonafide residential proofs instead of Domicile Certificates which can be submitted to the respective departments at a later stage,” Bukhari remarked.

He said the government should modify its advisory issued to BOPEE in which the Board has been asked to call for domicile certificates from the candidates shortlisted for the counseling and not insist upon their production from the candidates at the time of submission of online forms. “Lacs of youth compete in BOPEE counseling at a single point of time. How is it possible for these lacs of youth to manage Domicile Certificates to be submitted at the time of counseling when no revenue official is available in the offices to issue such credentials,” he asked further.

Bukhari demanded that both the Union as well as the J&K UT government should come clean on the issue with some concrete decision to set at rest genuine apprehensions in the minds of the prospective candidates regarding their domiciliary status. He also advocated that till a government decision is taken in this regard, the BOPEE should extend the last date of submitting application forms in the CET examination at least by a month. 9GNS)
